Because of the association rules, you cannot be a member until your payment is made to the Association.  Lack of payment may be challenged at the SGM, and you will lose your vote.  Because of the late rush to get these applications and payments in, we need to present independent evidence to the members of the association (not to the board) that you have paid.  This accounting above will assist us in providing us with that evidence.  Remember that a statement you make in this context is a CAcert Assurer Reliable Statement.
