This might be a slight misunderstanding: Rule 33 (5) of CAcert Inc. 
Association Rules clearly states that the membership fee for the current year 
at the time of AGM doesn't need to be paid. In other words, in order to vote 
at AGM 2012, only the fee that was due 2012-06-30 (i.e. the one for FY 
2011/2012) needs to be paid.
