Bank Account and Money Transfer

internal rules or submit to policy group

  1. Accounts

    1. CAcert Inc has accounts with regulated financial institutions in Switzerland or the European Union.
    2. CAcert Inc may also use other services to receive donations from outside the SEPA area. The following apply in particular:
      1. Services based in reputable countries are to be given preference in the following order: EU/EFTA/EEA, G7, G20 without Russia/China. COMMENT_1: No money transfer company based in RUS and CN, even that are G20 countries.
      2. Funds must be transferred to the main account within one month of receipt (exception: bank account in Australia)
      3. Paypal may only be used to receive small donations that are transferred daily/weekly to the main account. (ALTERNATIVE: Erase this point and close all Paypal accounts after compensation from Paypal arrived and paypal-donators from the last 12-5 month are notified.) COMMENT_2: If it works, I would not close it in a hurry, but no more communicate and only with 2-3 € left, and check if some people make regularly payments. COMMENT_3: And we should be shure, that money from booking or google comes to GKB and no more to PP Australia.
      4. The paypal address is not communiCated and only given on request.
  2. Money transfer and payments

    1. Transfers are made exclusively via SEPA, if available.
    2. Otherwise, services must be used that are based in the EU/EFTA/EEA, (if no other possibility: G7) and are regulated by the local financial supervisory authority.
  3. Access

    1. Two people must always have access to a service: usually the treasurer and the secretary
    2. If this is not the case, the access data must be stored in a secure location.
    3. In the case of 3.1, the access data should also be stored in a secure location. (QUESTION: same than 3.2?)
    4. A secure location is wiki/nextcloud/sealed envelope with the president.
  4. Transparency

    1. Bank statements are stored in a secure location and accessible to all committee members and the auditors of the association.
    2. A secure location is wiki/nextcloud/sealed envelope with the president.
    3. The annual report is made available to the members of the association and the community.
  5. Annexe: Services used (as of May 1st 2024)

    1. Graubündner Kantonalbank, Switzerland
      1. Account in CHF, free of charge (online access: secretary +?)
      2. Account in EUR, subject to a fee (no more used in communication; terminate in medium term)
    2. Conotoxia, Poland (COMMENT_4: Conotoxia is not a bank, it is a service that allows people to pay with credit cards, bank cards, google pay and other services and is transfered to our bank account.)
      1. QR code and credit card donations (online access: secretary + treasurer)
    3. WESTPAC, Australia (QUESTION: It is believed that we close and transfer to GKB; that is possible; who knows the details?)
      1. Account AUD (issue: no online access) (access: secretary + treasurer)
    4. Paypal, Australia
      1. paypal@cacert.org Australia: Donations must be transferred to the bank immediately after receipt, max one digit amount left on account. (online access: Frédéric Grither + Etienne secretary)

      2. paypal+swiss@cacert.org Singapore: Do not use / delete after compensation

      3. paypal+europe@cacert.org unknown location: Do not use / delete after compensation
