= R/L/O - short presentation =

== Intro ==

An Audit requirement is to disclose the Risks, Liabilities and Obligations (short: R/L/O) to all new members.
This is covered by the CAcert Community Agreement. In an Assurance Process, the R/L/O needs to be checked.
 a. the new member has read the CCA and accepts R/L/O
 a. the new member did not read the CCA, so the Assurer has to give a short overview of R/L/O and ask if the assuree accepts these topics by accepting the CCA

The short presentation can be read as a best practice to disclose the R/L/O's to a new member

== Short Presentation ==

 . One of the Assurance requirements is to disclose the risks, liabilities and obligations (R/L/O) to all new members. There are 3 main topics:

 . The '''Risk''' is, that you may find yourself subject into arbitration.
 . CAcert runs an own arbitration system to protect the community and also each individual member. Arbitration is also the fallback option for all unforseen issues. As CAcert deals with identities, each user account change request has to undergo arbitration, so an arbitrator can review the facts, and can order an Support Engineer to follow the users request. Arbitration follows the Dispute Resolution Policy. As Arbitration can only work if all participients accepts CAcert's internal Arbitration, each new member has to accept CAcert's internal arbitration system.

 . '''Liabilities''': Liabilities are limited to 1000 Euro. Only an arbitrator may rule a fine. In our 5 years CAcert internal Arbitration history no fine had been paid. Only 2 or 3 arbitration cases were ruled as an example for experiences in arbitration ruling, how fines can be ruled.

 . '''Obligations''': CAcert is an international organisation. CAcert's adminstration works by email. So an arbitrator or Support Engineer will contact the member by email. Therefor the members obligation is to keep his primary email address in a good working order. (The Primary Email Address can be switched one day, if the primary email address changes).

 . All 3 parts are included in the CAcert Community Agreement (CCA).
 . Also the CCA is the entry point to all CAcert Policies, like the Assurance Policy, Principles, Dispute Resolution Policy and others.
 . Therefor the new member accepts CCA and therefor accepts all 3 topics of Risks, Liablities and Obligations.
